An intersection right near us (and right by my main bus stop) has been under construction since we moved here. For months and months, as far as we could tell they were just driving a big truck back and forth across the street. This summer, they stepped up production, to the point of digging a big hole about six weeks ago, and tearing up a bunch of the road before we left for Saskatchewan. This was especially strange to Chris and me, because the construction season in Regina is quite short and busy; you only have a few months until snow flies again. (And thus I just confirmed many non-Canadians' suspicions that we live in igloos.)
We thought they just worked slowly. However, today I noticed that the job site also included a bunch of firetrucks. A friend who drove past it explained what happened: they cut a gas line.
Does BC not have a comparable ad campaign to "Dial Before You Dig?"

We do indeed. They have ads (I think) at the front of the phone book and about once a year they do a blitz campaign of radio ads.
I suspect the trouble is that the ads are either so maudlin or so boring that we all switch stations as soon as we recognize them and the important content of the PSA is lost on us.
